Presupuesto participativo: distribución de recursos e inclusión de barrios

Abstract

Este trabajo aborda el presupuesto participativo como herramienta de gestión urbana capaz de promover la inclusión de diferentes barrios en la gestión de la ciudad y la distribución de los recursos disponibles en la mencionada herramienta. El interés sobre este tema surge a partir de la escasa información publicada sobre la implementación de esta herramienta en el caso de la ciudad de La Plata, la cual conto con diversas instancias de participación en el ámbito público desde el Estado municipal. La intención es contribuir a los estudios sobre el tema de presupuesto participativo en la dimensión territorial, que diversos autores califican como escasos y necesarios. El artículo se estructura en 5 partes: una introducción donde se explícita la problemática, una definición de conceptos y sus relaciones, algunos antecedentes y metodología de análisis, avances sobre el caso de estudio de la ciudad de La Plata y reflexiones.

This work takes the theme of participatory budgeting as an urban management tool, that it can promove the inclusion of different neighborhoods in the management of the city, and the distribution of resources available in the mentioned tool. The interest in this arises from the limited information published about the implementation of this instrument, in the case of La Plata city, which went through various instances of participation in the public sphere at the municipal state. The intention is contribute to the studies of participatory budgeting in the territorial dimension, which many authors describe as scarce and necessary. The article is structured in 5 parts: an introduction where the problem is explained, a definition of concepts and their relationships, some background and methodology of analysis, advances on the case study of La Plata and reflections.
