Sobre políticas sociales de empleo: discusiones en torno a la noción de “primer empleo” y sus configuraciones

Abstract

En este artículo, nos proponemos realizar un análisis de las políticas sociales con componente de empleo, desde las percepciones de la población receptora. A partir de un análisis sobre este tipo de intervenciones estatales se ha identificado que poseen el objetivo explícito de acompañar “las primeras experiencias laborales” junto con el pago de un “incentivo económico” y capacitaciones para adquirir herramientas y conocimientos propicios para sus prácticas laborales. Esta serie de objetivos dialoga con las percepciones y experiencias que posee la población receptora respecto a el paso por una política social de empleo. En el marco de un proyecto de investigación colectivo, se trabaja con entrevistas realizadas a receptores estatales, agentes estatales y documentos vinculados a este tipo de intervenciones en una localidad del interior cordobés. Se observa que en su carácter configurador de la realidad que poseen las políticas sociales dialogan con determinadas sociabilidades que traman una particular experiencia en torno a “los planes”, el “salario” y las vinculaciones con el “sector socioproductivo”.

In this article, we propose to carry out an analysis of social policies with an employment component, from the perceptions of the recipient population. Based on an analysis of this type of state interventions, it has been identified that they have the explicit objective of accompanying “the first work experiences” along with the payment of an “economic incentive” and training to acquire tools and knowledge conducive to their work practices. This series of objectives dialogues with the perceptions and experiences that the recipient population has regarding the passage through a social employment policy. Within the framework of a collective research project, we work with interviews conducted with state recipients, state agents and documents linked to this type of interventions in a town in the interior of Córdoba. It is observed that in their character that configures the reality that social policies have, they dialogue with certain sociability that weave a particular experience around “the plans”, the “salary” and the links with the “socio-productive sector”.
