Continuidades, rupturas y desafíos de la política de archivos relacionados a los Derechos Humanos en la Argentina actual

Abstract

Argentina no posee una fuerte tradición respecto al uso y preservación de sus archivos en general, y de los archivos con aspectos relacionados a los Derechos Humanosi en particular. Sin embargo, con los procesos de justicia transicional en Latinoamérica que se abren a partir de los años ‘80, comienza la búsqueda de documentación que pudiera brindar información, primero para conocer la verdad de lo ocurrido y aportar pruebas para la justicia y reparaciones, y más adelante para reconstruir y sostener la memoria colectiva. Este proceso se profundiza a partir del año 2003. Este trabajo pretende realizar una aproximación al estado actual de dichos archivos en el país. Para ello, el trabajo se dividirá en dos partes. Por un lado, una descripción de sus instituciones archivísticas, sus normativas, uso y acceso; y por el otro un análisis basado en datos cuantitativos y cualitativos para comprender continuidades y rupturas frente al cambio de gobierno que asume en diciembre de 2015, así como potencialidades y limitaciones a fin de pensar posibles políticas públicas que fortalezcan la situación de nuestros documentos.

Argentina doesn´t have a strong tradition regarding the use and preservation of its archives in general, and of the archives that could provide information related to human rights violations in particular. However, since the transitional justice processes opened in the 1980s in Latin America, the search for documentation that could provide information started, first with the aim to know the truth of what happened and provide evidence for justice and reparations, and later to rebuild and sustain the collective memory. This process was intensified since 2003. This paper intends to make an approximation to the current status of this archives in the country. For this mean, the research will be divided into two parts. On the one hand, presents a description of archival institutions, its regulations, use and access; and on the other hand, introduces an analysis based on quantitative and qualitative data to understand continuities and ruptures in the face of the ongoing change of goverment since December 2015, as well as potentials and constraints in order to think public policies that allow to strength the situation of our documents.
